Bernard Edmondson Chief Executive Officer

Bernie is a founding member of Complex Threat Solutions, LLC and is the Chief Executive Officer. He has over 40 years of experience in the emergency services field. Bernie began his career with the Fort George G. Meade Division of Fire and Emergency Services. He served with them from 1984 through October 2001. Bernie was the Special Operations Captain, in this position he managed the department’s Hazardous Materials Unit, Confined Space Rescue Program, and Training Unit.


Bernie also, has worked in the private sector as instructor at HAZMAT T.I.S.I. (Training Information Services Inc.), which later became All American Environmental.  He taught a variety of HAZWOPER Courses and Confined Space Courses to fire departments, commercial companies, and various organizations within the military and Intelligence Community. He developed customized Hazardous Materials courses for a variety of clients to include U.S. Special Operations Command.


After the 9-11 attacks Bernie was hired by the Department of Defense to implement and manage a Chemical, Biological, Radiological, Nuclear, and Explosive Response Unit for one of its agencies. His unit grew into a major component of the Agency’s Anti-Terrorism Force Protection Program. He designed a Mail Screening Program, Biological Warfare Agent Screening Program, developed Decontamination Plans for Sensitive Locations, and Radiological Detection Program. His programs were implemented at multiple locations in various states. Many of the programs he developed are still considered “Best Practices,” by USNORTHCOM. He currently holds a Top Secret/SCI/TK Security Clearance. 


Bernie earned a Bachelor of Science Degree in Fire Science Management from University of Maryland, University College. He is certified as a Fire Service Officer IV, Instructor IV, HazMat Technician, Specialist, Incident Commander, and Incident Management Team Member at the state and federal level.

Laura Bageant Chief Contracting Officer

Laura J. Bageant, PMP,is a founding member of Complex Threat Solutions, LLC and serves as a member of the charter Board of Directors. Laura has over twenty-two years of dedicated professional experience serving commercial and government clientele with a strong background in management, operations supervision, logistics, resource management and personnel administration. Ms. Bageant has proven program execution of rapid-response task order management overseeing Chemical and Biological capture, analysis, and detection for Federal Agencies.   


Ms. Bageant Holds a Bachelor’s degree in Computer Information Systems, performing 10 years of software development, testing and end user training.  She has co-authored a barcode based tracking system for labeling and tracking of environmental samples.  


Since 2001, Laura has focused on government contracting in the area of software engineering and management of environmental sample collection, rapidly deploying throughout the U. S. for installation, operation, and maintenance of specialized sensory equipment; Managing multithreaded logistic operations, operations & maintenance, and quality assurance and control. Ms. Bageant has received multiple nominations for Excellence in Program Performance - Operations & Logistics for leading a demanding and profitable business unit.   Ms. Bageant is known for high standards of quality management.  She is a problem solver with a keen eye on detail, conducts root cause analysis and excels at troubleshooting equipment failures.  


Ms. Bageant is a member of the PMI, Washington DC Chapter.

Jeremy Magers Chief Financial Officer

Mr. Magers is a founding member of Complex Threat Solutions, LLC and serves as a member of the charter Board of Directors. He has nineteen years of experience in the field of Hazardous Materials response under adverse and emergency conditions as part of the Fort George G. Meade Division of Fire and Emergency Services.


He has been a member of the Fort Meade Hazardous Materials Team for his entire tenure with the Department and has served as the Hazardous Materials and Chemical, Biological, Radiological, Nuclear, and Explosive materials (CBRNE) Captain since 2009. Mr. Magers is consulted as a subject matter expert by a variety of military and civilian agencies in the management, response, and training of CBRNE, narcotics detection, research, mitigation, and decontamination. He has provided and facilitated specialized CBRNE training with numerous federal, county, and municipal agencies.


Mr. Magers is known for establishing networks of subject matter experts from military, Federal and private organizations to address and resolve identified needs within the CBRNE and Emergency Management arena.

Albert Daley Chief Administrative Officer

Mr. Daley is a founding member of Complex Threat Solutions, LLC and serves as a member of the charter Board of Directors. He worked for 35 years for the Fort George G. Meade Division of Fire and Emergency Services retiring as Chief of the Department. He was granted and maintained a TOP SECRET security clearance until his retirement 1 October 2006. The final year as Chief at Fort Meade was capped by the organization being listed as the Best Rated US Army Fire and Emergency Services Organization in the Northeast United States and competed for Army Fire Department of the Year.


During his off time, he served as an instructor for a private company, HazMat Training Information Services Inc., which later became All American Environmental. He taught a variety of HAZWOPER Courses and Confined Space Courses to fire departments, commercial companies, and various organizations within the military and Intelligence Community.


Following his fire department retirement, he worked as a Senior Associate for Crisis Management Services Corporation for ten years providing technical support, research and writing as well as serving as a Subject Matter Expert to the Division of Fire Rescue Services of the National Institutes of Health. He maintained a TOP SECRET security clearance and access to sensitive compartmented information (SCI), and served as the Facility Security Officer for Crisis Management Services Corporation in support of the contract for the Division of Emergency Preparedness and Coordination, OD/OM/ORS/SER, at the NIH.


Mr. Daley strived to assist in the improvement of emergency services organizations and their personnel through training, education, and mentoring. He assisted in the development and deployment of fire department management programs for all aspects of emergency response and either provided or facilitated the training of employees to field a world-class emergency services organization. His work at the NIH contributed to the Fire Department becoming an accredited agency through the Commission on Fire Accreditation International (CFAI).
